Wrong. But illegal?

So, according to this story, a couple for moronic whiteys bullied a black kid. I have zero tolerance for bully’s. But, was the actions of these kids, illegal? And were the “peace officers”(nothing peaceful about them) right to charge them? For what, using words? Or is there something more to it.
Tween boys charged over alleged use of racial slurs
One of the boys was also charged with terroristic threats and open lewdness, police said. The boy simulated an inappropriate gesture involving his genitals and made vulgar comments, Lt. Scott Laird said.
Do you see what I highlighted in bold lettering? Terroristic Threats. What in God’s name does that mean? Let’s forget for a second what these idiots did for a moment, and ponder these two words.
Done pondering? Good. This all goes back to the Militarization of Law Enforcement. This is the direct result of Janet Reno’s Justice Department, and continuing with the Patriot Act. I have a sick feeling that these bogus “charges” are meant to see how the public will react to them. And of course, we will have people blindly following.
If you think I’m a bit of a loon, for thinking that our local “Peace Officers” aren’t being brought into to be nothing more than a short arm of the military. Than what say you, about this.
